Yes. The book deliberately skips heavy calculation and focuses on understanding and interpretation. If you can read a clinical paper, you can follow this.
Is this enough to design a high-level study on my own?
This is a foundations book, built to get you started: reading papers confidently and planning a first, sound study. It will not turn you into a senior statistician, and it does not pretend to. For complex trials you will still want a statistician, and the book shows you how to work well with one.
